CRITERIA FOR CANDIDATE MUNICIPALITY / SELECTION OF MUNICIPALITY:
The selection of a candidate municipality predicated on several factors, as follows:

- Location: Proximity to Vermont State University campus (Castleton, Johnson, Lyndon, Randolph, and Williston).
- Regional Planning Engagement: Central Vermont Regional Planning Commission (no affiliate campus), Lamoille County Planning Commission (Johnson campus), Northeastern Vermont Development Association (Lyndon campus).
- Municipal Engagement: Village and Town of Johnson in collaboration with Lamoille County Planning Commission (Johnson campus).
- Other Municipal Outreach: Town of Hardwick.
- Energy Burden Ranking: Village and Town of Johnson (3rd ranking of energy burden as identified in the 2019 Vermont Energy Burden Report (VEBR), published by Efficiency Vermont (October 2019, Justine Sears and Kelly Lucci).
- Complexity of Building Assessment: Refers to the complexity of building energy assessment relative to the MEC 4722 semester schedule.
ANALYSIS OF ENERGY BURDEN:
Energy as defined in the 2019 Vermont Energy Burden Report is expressed as the "annual spending on energy as a percentage of income" (VEBR, page 1). Energy burden (EB) is calculated as the sum of the total of the annual cost of electricity spending (ES), plus the total cost of thermal energy --- space heating and hot water --- (ThS), and the total cost of transportation spending (TrES) divided by Median Household Income:
